how to trouble shoot/reinstall chinese language and IME using command

I thought I followed web instructions to add simplified Chinese. But it doesn't work for some reason.
I hope I can get some experts' advise here. Thanks in advance.

Did you use the Ubuntu utility called Language Support? That will allow us to install Chinese (simplified). Do you have a Chinese keyboard? You may also need to go to system settings>keyboard and add an input source.

Or, you could dual boot with Ubuntu Kylin. It is at version 22.04 LTS

It is a machine. It is more stupid than we are. It will not stop us from doing stupid things.
